In the post-Soviet era, democracy has made little progress in Central Asia. In Chaos, Violence, Dynasty, Eric McGlinchey presents a compelling comparative study of the divergent political courses taken by Kyrgyzstan, Uzbekistan, and Kazakhstan in the wake of Soviet rule. McGlinchey examines economics, religion, political legacies, foreign investment, and the ethnicity of these countries to evaluate the relative success of political structures in each nation.
McGlinchey explains the impact of Soviet policy on the region, from Lenin to Gorbachev. Ruling from a distance, a minimally invasive system of patronage proved the most successful over time, but planted the seeds for current “neo-patrimonial” governments. The level of direct Soviet involvement during perestroika was the major determinant in the stability of ensuing governments. Soviet manipulations of the politics of Uzbekistan and Kazakhstan in the late 1980s solidified the role of elites, while in Kyrgyzstan the Soviets looked away as leadership crumbled during the ethnic riots of 1990. Today, Kyrgyzstan is the poorest and most politically unstable country in the region, thanks to a small, corrupt, and fractured political elite. In Uzbekistan, Islam Karimov maintains power through the brutal suppression of disaffected Muslims, who are nevertheless rising in numbers and influence. In Kazakhstan, a political machine fueled by oil wealth and patronage underlies the greatest economic equity in the region, and far less political violence.
McGlinchey’s timely study calls for a more realistic and flexible view of the successful aspects of authoritarian systems in the region that will be needed if there is to be any potential benefit from foreign engagement with the nations of Central Asia, and similar political systems globally.
By any measure of test scores and graduation rates, public schools are failing to educate a large percentage of Chicana/o youth. But despite years of analysis of this failure, no consensus has been reached as to how to realistically address it. Taking a new approach to these issues, Marcos Pizarro goes directly to Chicana/o students in both urban and rural school districts to ask what their school experiences are really like, how teachers and administrators support or thwart their educational aspirations, and how schools could better serve their Chicana/o students.
In this accessible, from-the-trenches account of the Chicana/o school experience, Marcos Pizarro makes the case that racial identity formation is the crucial variable in Chicana/o students' success or failure in school. He draws on the insights of students in East Los Angeles and rural Washington State, as well as years of research and activism in public education, to demonstrate that Chicana/o students face the daunting challenge of forming a positive sense of racial identity within an educational system that unintentionally yet consistently holds them to low standards because of their race. From his analysis of this systemic problem, he develops a model for understanding the process of racialization and for empowering Chicana/o students to succeed in school that can be used by teachers, school administrators, parents, community members, and students themselves.
There is an old song that goes, "Look down, look down, that lonesome road, before you travel on." Facing that lonesome road, the adult might travel on. Often, the child can't.
During her twenty-year career as a school social worker, Anne Stilwell worked with two thousand "problem" children. She and her husband, professional writer Hart Stilwell, present here twenty-one factual accounts of children who suffered rejection in the public schools.
Some of the children in these accounts are unusually bright and some are mentally retarded. They are belligerent and destructive or withdrawn. They are from broken homes or happy homes, from the slums or Middle America. They are blacks, Chicanos, and Anglos. There is only one common denominator among these children—tragedy.
Every classroom teacher will gain from this sympathetic evaluation of the problems faced by children in the public schools. No one who reads this book can remain unaware of major areas that call for deep concern on the part of educators and parents. The Stilwells have described school children and their problems and at the same time offered telling portraits of the families of which the youngsters are a part. In the struggle to see that the problem child has a chance to develop and advance within the limits of his or her ability, parents, teachers, administrators, and social workers must work together or all fail. When they fail, the child must walk alone.
The authors' objective in presenting these cases is to show what has happened and does happen, and to encourage others to work for change. A prominent educator describes their account as "an exceptionally worthwhile teaching document—stimulating, touching, well written, and honest."
While this book was originally written in 1972, the issue of rejection in the public schools is, sadly, still timely.
Few social issues have received more public attention and scholarly debate than the death penalty. While the abolitionist movement has made a successful stride in recent decades, a small number of countries remain committed to the death penalty and impose it with a relatively high frequency. In this regard, the People’s Republic of China no doubt leads the world in both numbers of death sentences and executions. Despite being the largest user of the death penalty, China has never conducted a national poll on citizens’ opinions toward capital punishment, while claiming “overwhelming public support” as a major justification for its retention and use.
Based on a content analysis of 38,512 comments collected from 63 cases in 2015, this study examines the diversity and rationales of netizens’ opinions of and interactions with China’s criminal justice system. In addition, the book discusses China’s social, systemic, and structural problems and critically examines the rationality of netizens’ opinions based on Habermas’s communicative rationality framework. Readers will be able to contextualize Chinese netizens’ discussions and draw conclusions about commonalities and uniqueness of China’s death penalty practice.

Coalition Government, Subnational Style examines parliamentary democracy in subnational legislative assemblies. Comparing three different European democracies—Germany, France, and Belgium—William M. Downs provides a powerful account of the ways politicians and political parties negotiate the composition of new governments following elections in which no single party wins a clear majority.
Downs argues that postelection alliance building is a window onto many of the political processes fundamental to representative democracy: the interpretations of electoral verdicts; the compromises of campaign pledges; the trade-offs between policy and power; the temporary cooperation between long-term adversaries; the collective decision making; and the blurring of lines of accountability through collective responsibility.
The study reports findings from an unprecedented collection of information, including cross-national survey responses, interviews with political elites, and three decades of postelection studies of coalition building in the German state parliaments, the French regional assemblies, and the Belgian provincial councils and regional parliaments. Coalition Government, Subnational Style conclusively demonstrates that the struggles for government status at subnational levels are profoundly important to both parties and voters and that the outcomes of these struggles can result in governments of varying political complexions. Downs's findings question key assumptions of democratic theory and raise important concerns about individual and organizational behavior in changing institutional and electoral environments, ultimately allowing for a deeper understanding of representation, power, and cooperation outside the more familiar arena of national parliamentary politics.
Every day, coalition cabinets make policy decisions critical to international politics. Juliet Kaarbo examines the dynamics of these multiparty cabinets in parliamentary democracies in order to assess both the quality of coalition decision making and the degree to which coalitions tend to favor peaceful or military solutions. Are coalition cabinets so riddled by conflict that they cannot make foreign policy effectively, or do the multiple voices represented in the cabinet create more legitimate and imaginative responses to the international system? Do political and institutional constraints inherent to coalition cabinets lead to nonaggressive policies? Or do institutional and political forces precipitate more belligerent behavior?
Employing theory from security studies and political psychology as well as a combination of quantitative cross-national analyses and twelve qualitative comparative case studies of foreign policy made by coalition cabinets in Japan, the Netherlands, and Turkey, Kaarbo identifies the factors that generate highly aggressive policies, inconsistency, and other policy outcomes. Her findings have implications not merely for foreign policy but for all types of decision making and policy-making by coalition governments.
As European colonies in Asia and Africa became independent nations, as the United States engaged in war in Southeast Asia and in covert operations in South America, anthropologists questioned their interactions with their subjects and worried about the political consequences of government-supported research. By 1970, some spoke of anthropology as “the child of Western imperialism” and as “scientific colonialism.” Ironically, as the link between anthropology and colonialism became more widely accepted within the discipline, serious interest in examining the history of anthropology in colonial contexts diminished.
This volume is an effort to initiate a critical historical consideration of the varying “colonial situations” in which (and out of which) ethnographic knowledge essential to anthropology has been produced. The essays comment on ethnographic work from the middle of the nineteenth century to nearly the end of the twentieth, in regions from Oceania through southeast Asia, the Andaman Islands, and southern Africa to North and South America.
The “colonial situations” also cover a broad range, from first contact through the establishment of colonial power, from District Officer administrations through white settler regimes, from internal colonialism to international mandates, from early “pacification” to wars of colonial liberation, from the expropriation of land to the defense of ecology. Observers of all political persuasions agree that our urban schools are in a state of crisis. Yet most efforts at school reform treat schools as isolated institutions, disconnected from the communities in which they are embedded and insulated from the political realities which surround them.
Community Organizing for Urban School Reform tells the story of a radically different approach to educational change. Using a case study approach, Dennis Shirley describes how working-class parents, public school teachers, clergy, social workers, business partners, and a host of other engaged citizens have worked to improve education in inner-city schools. Their combined efforts are linked through the community organizations of the Industrial Areas Foundation, which have developed a network of over seventy "Alliance Schools" in poor and working-class neighborhoods throughout Texas. This deeply democratic struggle for school reform contains important lessons for all of the nation's urban areas. It provides a striking point of contrast to orthodox models of change and places the political empowerment of low-income parents at the heart of genuine school improvement and civic renewal.
In resource-challenged Athens County, Ohio, staff and volunteers at the nonprofit Athens County Foundation came up with a daring idea: to host a locally sourced, gourmet dinner for four hundred people. The meal would be held on the brick-paved main street of the city of Athens, to raise funds for the food bank, and increase awareness of the persistent local struggle with food insecurity, as well as raise the visibility of the foundation. The logistical challenges were daunting, but the plan would unite the community around the common theme of providing for its own.
Since then, Bounty on the Bricks has become a touchstone event that raises close to one hundred thousand dollars for the food bank. To date, knowledge of the everyday world of the juvenile correction institution has been extremely sparse. Compassionate Confinement brings to light the challenges and complexities inherent in the U.S. system of juvenile corrections. Abrams and Ben Anderson-Nathe provide a context for contemporary institutions and highlight some of the system’s most troubling tensions.

George W. Jarecke and Nancy K. Plant present a selection of cases across a broad spectrum of American law to demonstrate that our society relies inappropriately on the legal system to cure ills the system was not designed to address.
Jarecke and Plant note that while we in the United States worry considerably about the problem of individual assumption of responsibility—whether for personal mistakes, financial setbacks, or pure bad luck—we appear uneasy about the concept and unclear about what it means on a daily basis. Not only are we incapable of accepting personal responsibility; we barely know what it means to do so.
Mistakenly, we turn to the legal system to solve this dilemma. Yet our laws as our legislators write them, as judges interpret them, as lawyers argue them, and as juries apply them send mixed messages about whether and how we should exercise personal responsibility.
Each chapter of Confounded Expectations features one main case to explain one legal theory, with other cases noted as examples of facets of each theory. To demonstrate the law that requires merchants to guarantee the quality of their products, for example, Jarecke and Plant discuss the case of the band mothers whose fund-raising luncheon menu included turkey salad contaminated by salmonella. Peripheral cases include a horse falsely sold as a gelding, a riding mower that tipped over when used as instructed, makeup that was guaranteed to be safe but caused a rash, and pigs sick with hog cholera.

Is Latinidad a racial or an ethnic designation? Both? Neither? The increasing recognition of diversity within Latinx communities and the well-known story of shifting census designations have cast doubt on the idea that Latinidad is a race, akin to white or Black. And the mainstream media constantly cover the “browning” of the United States, as though the racial character of Latinidad were self-evident.
Many scholars have argued that the uncertainty surrounding Latinidad is emancipatory: by queering race—by upsetting assumptions about categories of human difference—Latinidad destabilizes the architecture of oppression. But Laura Grappo is less sanguine. She draws on case studies including the San Antonio Four (Latinas who were wrongfully accused of child sex abuse); the football star Aaron Hernandez’s incarceration and suicide; Lorena Bobbitt, the headline-grabbing Ecuadorian domestic-abuse survivor; and controversies over the racial identities of public Latinx figures to show how media institutions and state authorities deploy the ambiguities of Latinidad in ways that mystify the sources of Latinx political and economic disadvantage. With Latinidad always in a state of flux, it is all too easy for the powerful to conjure whatever phantoms serve their interests.
Meg Logan has not been farther than two miles from home in six years. She has agoraphobia, a debilitating anxiety disorder that entraps its sufferers in the fear of leaving safe havens such as home. Paradoxically, while at this safe haven, agoraphobics spend much of their time ruminating over past panic experiences and imagining similar hypothetical situations. Auyero reconstructs Nana’s and Laura’s biographies through oral histories and diaries. The search for durable peace in lands torn by ethno-national conflict is among the most urgent issues of international politics. Public trust in corporations plummeted in the wake of the 2008 financial crisis, when “Lehman Brothers” and “General Motors” became dirty words for many Americans. This book contrasts experiences of mainland China and Hong Kong to explore the pressing question of how governments can transform a culture of widespread corruption to one of clean government. Melanie Manion examines Hong Kong as the best example of the possibility of reform. Within a few years it achieved a spectacularly successful conversion to clean government. Mainland China illustrates the difficulty of reform. Despite more than two decades of anticorruption reform, corruption in China continues to spread essentially unabated.
The book argues that where corruption is already commonplace, the context in which officials and ordinary citizens make choices to transact corruptly (or not) is crucially different from that in which corrupt practices are uncommon. A central feature of this difference is the role of beliefs about the prevalence of corruption and the reliability of government as an enforcer of rules ostensibly constraining official venality. Anticorruption reform in a setting of widespread corruption is a problem not only of reducing corrupt payoffs, but also of changing broadly shared expectations of venality. The book explores differences in institutional design choices about anticorruption agencies, appropriate incentive structures, and underlying constitutional designs that contribute to the disparate outcomes in Hong Kong and mainland China.
Everyone got married in the 1950s, then moved to the suburbs to have the children of the soon-to-be-famous baby boom. For Americans who had survived the Great Depression and World War II, prosperous married life was a triumph. The unwed were objects of pity, scorn, even suspicion. And so in the 1950s, Eva Eldridge, no longer so young and marginally employed, was the perfect target for handsome Vick, who promised everything: storybook romance, marital respectability, and the lively social life she loved. When he disappeared not long after their honeymoon, she was devastated.

Development agencies and researchers are preoccupied with policy; with exerting influence over policy, linking research to policy and with implementing policy around the world.
But what if development practice is not driven by policy? Suppose that the things that make for 'good policy' - policy that legitimises and mobilises political support - in reality make it impossible to implement?
By focusing in detail on the unfolding activities of a development project in western India over more than ten years, as it falls under different policy regimes, this book takes a close look at the relationship between policy and practice in development.
David Mosse shows how the actions of development workers are shaped by the exigencies of organisations and the need to maintain relationships rather than by policy; but also that development actors work hardest of all to maintain coherent representations of their actions as instances of authorised policy. Raising unfamiliar questions, Mosse provides a rare self-critical reflection on practice, while refusing to endorse current post-modern dismissal of development.
How can higher education today create a community of critical thinkers and searchers for truth that transcends the boundaries of class, gender, and nation? Martha C. Nussbaum, philosopher and classicist, argues that contemporary curricular reform is already producing such “citizens of the world” in its advocacy of diverse forms of cross-cultural studies. Her vigorous defense of “the new education” is rooted in Seneca’s ideal of the citizen who scrutinizes tradition critically and who respects the ability to reason wherever it is found—in rich or poor, native or foreigner, female or male.
Drawing on Socrates and the Stoics, Nussbaum establishes three core values of liberal education: critical self-examination, the ideal of the world citizen, and the development of the narrative imagination. Then, taking us into classrooms and campuses across the nation, including prominent research universities, small independent colleges, and religious institutions, she shows how these values are (and in some instances are not) being embodied in particular courses. She defends such burgeoning subject areas as gender, minority, and gay studies against charges of moral relativism and low standards, and underscores their dynamic and fundamental contribution to critical reasoning and world citizenship.
For Nussbaum, liberal education is alive and well on American campuses in the late twentieth century. It is not only viable, promising, and constructive, but it is essential to a democratic society. Taking up the challenge of conservative critics of academe, she argues persuasively that sustained reform in the aim and content of liberal education is the most vital and invigorating force in higher education today.
